Property Manager - Real Estate 16059 Description The Department of Real Estate at West Virginia University is seeking applications for a Property Manager. Reporting to the Executive Director for Real Estate Operations ("Executive Director"), the incumbent will oversee all aspects of the day-to-day real property and apartment operations in West Virginia University's College Park, with high focus on leasing to assure a successful lease up annually, marketing, providing high level of customer service to current and future residents, renewals, and planning strategic events for future and current residents. The position of the Property Manager is critical to the operations and success of WVU's Public Private Partnership of College Park. In order to be successful in this position, the ideal candidate will: - Conduct all facets of leasing, marketing, student conduct, tenant and property management of College Park, and managing the leasing of apartments to assure a successful lease up annually, as well as meeting specific sales goals weekly, monthly and annually.
- Assist decision making for day-to-day leasing, resident and marketing operations for the complex. Directly supervises desk staff, community assistants, shuttle staff and leasing and marketing personnel of College Park.
- Help marketing with University Relations; leasing of future and current residents through marketing and retention, and high customer service; facilitating a strong business relationship with the University's private partner, American Campus Communities ("ACC"); providing motivation and oversee sales goals on a daily basis; providing a support system for the leasing team and a method for daily accountability of leasing activity, managing all lease files, developing and coordinating all property social events, administering leases and agreements, accounting, coordinating building and facility issues; coordinating repairs, general maintenance work and initiating work orders with ACC or, when applicable, Facilities Management and Facilities Service Desk; coordinating with UPD on resident issues, vandalism, theft, etc.; and overseeing and resolving property and tenant issues including, transferring, relets, safety, roommate conflicts, etc.
- Maintain positive interactions with residents and their families.
- Support the development of, implementing, monitoring, and meeting the operating budget and revenue goals for College Park. Attend regularly scheduled budget review meetings and College Park Committee meetings and assisting as necessary to implement policies, procedures, actions determined by the committee to assist with budget compliance.
- Develop and plan for renewal and leasing season based on current trends and past historical data, event planning and facilitation, community outreach, strategic social events, fairs, open houses, street marketing throughout main campuses, lease specials, gift cards, promotional items, reaching out to WVU departments and student organizations, provide personal tours of the property to various WVU departments, students, parents, athletes, faculty, deans, families, and other groups, personal letters, notes and calls to residents to build a community strong renewals and successful leasing process, posting on social media of property and events, develop and execute an annual marketing and communications campaign for College Park, and ensure website and social media is accurate, up-to-date, and dynamic with University Relations.
- Monitor, oversee, plan, and meet marketing budget, including promotions, printing, advertising, media and events, and continuously look to reduce budget expenditures for such.
- Provide high level and sensitive customer service to current and future residents, parents, guests, and visitors at College Park.
- Create, manage, and implement Property Management policies and procedures for College Park including, without limitation, an annual College Park Handbook that sets forth all procedures for that special property, overall management of the property, turn (move in and move out), conduct, leasing, marketing, resident damages and charges for apartments, maintenance and custodial procedures with Facilities Management, pricing policy of beds each year for WVU Board of Governors' approval, and travel and events for College Park residents.

Ensure compliance with, and suggesting updates to, Apartments Standard Operation Procedures (SOP's) manual for all University Apartments including, University Place, University Park, Vandalia, and College Park. - Provide weekly and monthly reporting to Executive Director and private partner on weekly leasing, current occupancy, traffic, appointments, specials, velocity, visits, closing ratio, and pricing.
- Provide historical and current data on leasing trends for the specific property including, successful specials, high velocity trends, and strong correlations between specials, events and lease velocity.
- Create and implement strategic social events for College Park current and future residents.
- Plan and oversee community events for current residents for resident retention on a monthly basis.
- Communicate and interface with the private partner, Facilities Manager, Housing, University Relations, Finance, Office of Student Accounts, Conduct, Student Life, as well as third party contractors and service providers.
- Manage and maintain database of Star Rez with resident information, including bed prices, resident, room type, billing type, coding, Office of Student Accounts, Banner, and Financial Aid. Processes any waivers or exemptions for rent, credits, monitors aging report for delinquent accounts, posts damage and miscellaneous charges to resident account, and ensures data entry of all appropriate information to system.
- Create Star Rez policies and procedures for University Park including, without limitations, billing, damages, room charges, and data.
- Process Wrongful Occupations (evictions) through the Monongalia County Magistrate Court when necessary.
- Assess charges to residents for damages, repairs, and unnecessary cleanup and sending proper notification of such charges. Routinely monitors work order requests, inspects apartments prior to residents moving in and out, and periodically inspects apartments for safety and security measures.
- Manage correspondence to residents on leasing and marketing specials, renewals, events, violations, maintenance issues, notifications and develops and creates monthly newsletters to all residents.
- Oversee all shipments, packages and mail for residents through the Star Rez system for College Park.
- Handle the dispersion, inventory, management and security of staff keys, room keys and/or electronic locks. Responsible for reprogramming all locks through the Onity software system upon resident move-in/out.
- Routinely visits WVU-owned and -leased properties and benchmark other institutions for best practices.
- Assist with the facilitation of interdepartmental lease agreements between College Park and other University departments for leasing within College Park. Maintain high level of support for departments.
- Manage, track and monitor designated parking including restricted areas for College Park and control all input of such information into T2 WVU parking system.
- Attend training classes, seminars, and conferences for general property and apartment management professional development.
- Respond to emergencies after hours and during University observed breaks/holidays regarding resident conflicts, injuries, utility outages, University Police, fires, or floods. Manager maintains open access for University Police Department or Facilities Maintenance to contact as needed.
- Assist with snow removal and other emergency situations. Will be required to assist in clean-up efforts during extreme conditions (i.e. flood, snow, vandalism, etc.)
- Meet regularly with Student Accounts and other University stakeholders to manage each properties budget, and meet at least quarterly with ACC to manage budget and operations, and any overages of such.
- Maintain, update, and monitor the public private partnership agreements for College Park, as well as provide support and interpretation of such agreements to private developer and WVU departments. Review and assess project agreements continuously for required informational submissions, revenue collection and remittance, reimbursable expenses and invoices, and differentiation of project costs versus management fee line items. Partner with private developer and accounting staff to ensure compliance with all agreements and provide monthly reports and budgets to WVU and developer pursuant to the agreements.
- Assist the Executive Director with managing University's other real estate operations, including commercial leasing and other real estate transactions.
Qualifications - Bachelor's Degree required with (1) year of related experience in real estate, property management, customer service, sales, or higher education.
- (1) year of leasing or in a leasing role and/or management role or real estate experience in higher education institutions, commercial real estate management, real estate consultation or property management of multi-use, multi-family buildings.
- (1) year of sales, retail or customer service experience.

- Excellent interpersonal, motivational, listening and teaching skills.
- Strong organizational, leadership, analytical, interpersonal and excellent written and verbal communication skills are required.
- Skillset for private and higher education apartment and mixed-use developments.

- Knowledge of local real estate market.

- Advanced skills using Microsoft Word, Excel, StarRez, and PowerPoint.
Requirements - Valid driver's license required for travel to regional campuses and out of town meetings.
